An important update was issued on the grievance UPW filed on behalf of members in the Executive Branch regarding Temporary Hazard Pay (THP) for hours worked during the COVID-19 Pandemic Emergency. The arbitrator hearing our case has issued a preliminary award on THP for our dedicated Executive Branch workers (including DAGS, DBED, DCR, DES, DFM, DHHL, DHS, DLNR, DOD, DOH, HSPLS, DOA, and DOT).

After extensive deliberation, the arbitrator has granted a 15% hazard pay differential for all hours worked during the COVID-19 pandemic emergency period from 3/5/2020 to 3/25/2022. We’re happy to say that this preliminary award recognizes the severe risks our members willingly faced but also follows a trend and precedent set by other jurisdictions.

While we celebrate this decision, it is important to note that the case involving the Executive Branch is still ongoing. The arbitrator has awarded at least 15% Severe Hazard Pay but also opened the door for members to provide testimonies that could support a 25% Most Severe Hazard pay differential for some positions that faced the most severe conditions during the pandemic.
