UPW Files Complaint Against Department of Human Resources Development Over Temporary Hazard Pay

UPW is advocating for essential workers who have been on the frontlines during the COVID-19 pandemic. All essential workers, including those in BU-1 and BU-10, deserve fair compensation for their hard work and dedication.

United Public Workers remains committed to fighting for fair treatment and compensation for our union members. That’s why we recently filed a complaint against the Department of Human Resources Development regarding the Executive Branch’s temporary hazard pay (THP).

UPW is advocating for essential workers who have been on the frontlines during the COVID-19 pandemic. All essential workers, including those in BU-1 and BU-10, deserve fair compensation for their hard work and dedication. Unfortunately, despite our requests, the employer has ignored our calls to proceed with the grievance procedure after failing to award THP to these essential workers. We believe that this conduct is unacceptable and violates the terms of our collective bargaining agreements.

Through this complaint, we seek justice and fair treatment for our members. The Department of Human Resources Development has committed prohibited practices under the Hawaii Revised Statutes and disregarded the agreed-upon grievance procedure. Our complaint requests a finding that the employer has committed prohibited practices, a declaratory order affirming the violation of the grievance procedure, and an order for the employer to post the Board’s decision in locations accessible to all UPW members. Additionally, we are seeking a cease and desist order to prevent further violations, protect our members’ contractual rights, and ensure compliance with the grievance procedure for THP grievances.
